Increases the hospital per adjusted admission charge from $10 to $12.50, effective July 1, 2025, with revenues used for health planning and Department of Health duties

Ends the ambulatory care facility assessment exemption for surgical practices beginning in State Fiscal Year 2026; these practices were previously exempt under P.L.2017, c.283

Reduces the uniform gross receipts assessment rate for ambulatory care facilities from 2.95% to 2.5% starting in Fiscal Year 2026, and removes the $350,000 cap and $300,000 minimum threshold

Requires ambulatory care facilities newly subject to the assessment in FY2026 to report gross receipts from operating room services, with assessments beginning in FY2027

Assessment revenues from ambulatory care facilities are deposited into the Health Care Subsidy Fund established under P.L.1992, c.160
