Establishes the Gaming Cybersecurity Intelligence and Response Council within the Division of Gaming Enforcement to coordinate cybersecurity efforts among regulators, casino and sportsbook operators, and cybersecurity experts

Council membership includes 7 members: directors from Gaming Enforcement and Homeland Security (or designees), 3 Governor-appointed representatives from licensed casino/sportsbook operators, and 2 Governor-appointed representatives from public universities with cybersecurity centers

Requires the council to develop confidential briefings, training exercises, threat alerts, and incident response protocols for gaming licensees at least twice per year, with materials exempt from public records disclosure

Authorizes participation in the Multi-State Information Sharing and Analysis Center and permits inviting federal agency representatives (CISA, FBI) as non-voting technical advisors

Mandates an annual report to the Governor and Legislature summarizing cybersecurity trends, council activities, and policy recommendations, with sensitive security information redacted from public versions
