Eliminates the requirement under P.L.2017, c.283 for surgical practices (single operating room facilities with recovery areas operated by physicians) to obtain full licensure as ambulatory care facilities from the Department of Health

Creates a new registration system for surgical practices with a $1,000 fee and 5-year validity period, replacing the more expensive licensing fees (up to $4,000 for initial license and $2,000 for biennial inspections)

Exempts accredited surgical practices from physical plant requirements under N.J.A.C.8:43A-19.1, with recognized accreditation bodies including CMS, the American Association for Accreditation of Ambulatory Surgery Facilities, the Accreditation Association for Ambulatory Health Care, and the Joint Commission

Removes the moratorium that prohibited the Department of Health from issuing new registrations to surgical practices and eliminates various restrictions on new ambulatory care facility licensing

Maintains the exemption for registered surgical practices from the ambulatory care facility assessment, unless the practice expands to include additional operating rooms
