Prohibits landlords and brokerage firms from imposing, passing through, or accepting from residential tenants any fees, commissions, or charges related to brokerage or realtor services

Bans landlords and brokers from requiring tenants to engage a brokerage firm as a condition of leasing, and prohibits listings that misrepresent such fees as required

Requires all rental listings to clearly disclose any fees to be paid by tenants, and mandates landlords provide an itemized written disclosure of all fees before lease execution

Requires landlords to include a sworn attestation in rental applications and Truth-in-Renting statements affirming compliance with these prohibitions and acknowledging penalties for violations

Violations constitute unlawful consumer fraud practices, with penalties of $5,000 or three times the improper fees (whichever is greater) per offense, plus tenants may bring private lawsuits to recover penalties and attorney's fees
