Removes the presumption of pretrial release for defendants charged with home invasion burglary or residential burglary who have prior arrests or convictions for similar offenses

Prior qualifying offenses include home invasion burglary, residential burglary, burglary of a residential dwelling under New Jersey law, or substantially equivalent crimes under federal or other state statutes

Adds repeat home invasion/burglary offenders to existing exceptions that already deny presumptive release for repeat motor vehicle theft offenders

Courts would retain discretion to release such defendants but would no longer be required to presume release is appropriate

Amends the Criminal Justice Reform Law (P.L.2014, c.31) and takes effect immediately upon enactment
