Operates through public-private partnerships involving the Department of Labor, Office of Secretary of Higher Education, Council of County Colleges, labor unions, and utilities, utilizing existing higher education and training facilities

Requires the center to develop curricula with industry experts, provide apprenticeships and training, support workforce pipelines for underserved communities and displaced workers, and facilitate industry-recognized certifications

Governed by a nine-member board including state officials, labor representatives, and public members with power generation experience, with an executive director appointed to lead operations

Authorizes funding from the Global Warming Solutions Fund, societal benefits charge, legislative appropriations, and public or private grants, with annual reporting to the Governor and Legislature required
