Prohibits State agencies from mandating, incentivizing, or compelling the retirement or shutdown of any electric generation facility connected to New Jersey's grid unless PJM Interconnection certifies in writing that the deactivation will not harm regional grid reliability, capacity adequacy, or energy market prices

Requires the Board of Public Utilities to conduct a public rate impact analysis demonstrating that any facility deactivation will not materially increase costs to ratepayers before the closure can proceed

Creates an exception allowing facility deactivation without PJM certification only when continued operation poses an immediate threat to public health or safety due to structural damage, mechanical failure, or hazardous environmental/radiological conditions

Mandates facility owners or operators provide public notice and file a letter of intent with the Board of Public Utilities at least 12 months prior to any proposed deactivation

Responds to PJM Interconnection warnings that accelerated retirements of generation facilities may outpace new generation additions, risking grid strain during weather events, higher ratepayer costs, and potential blackouts
