Requires the commission to review existing administrative rules, solicit public input on regulatory burdens, publish annual reports with economic impact assessments, and develop a digital "Red Tape Reduction Portal" for public submissions

State departments and agencies must respond to commission recommendations within 90 days, indicating whether they will adopt the recommendation or explaining their reasons for rejection

Appropriates $250,000 from the General Fund to support the commission's administrative operations
