Appropriates $52,798,268 total to the State Agriculture Development Committee (SADC) from various farmland preservation funds, including $51,616,360 from constitutionally dedicated corporate business tax (CBT) revenues

Allocates $21,046,028 for acquiring development easements or fee simple titles to farmland, with grants covering up to 80% of costs for counties/municipalities and up to 50% for qualifying nonprofit organizations

Provides $3,452,240 for stewardship grants to landowners for soil and water conservation projects, deer-fencing, and other farmland improvement activities

Designates $28,300,000 for administrative purposes: $25 million for SADC operations, $2 million for easement acquisition costs, $800,000 for Garden State Preservation Trust administration, and $500,000 for legal enforcement of development easements

Farmland acquired in fee simple must be offered for resale or lease with agricultural deed restrictions approved by the committee
