Removes the 20-mile relocation restriction for licensed ambulatory care facilities that provide surgical services, eliminating the requirement that relocations must be within 20 miles of the current location or to a designated "Health Enterprise Zone"

Allows licensed ambulatory surgical facilities to relocate to any location, provided there is no expansion in the number of operating rooms at the new location compared to the current location

Maintains the requirement that the Commissioner of Health must review and approve any facility relocation prior to its occurrence

Retains existing exemptions for facilities owned by hospitals, medical schools, or jointly owned by general hospitals with other parties
