Expands the pilot program's geographic scope to include Elizabeth, Passaic, Paterson, and Perth Amboy as designated "pilot cities"

Requires provisional permit holders to work under direct supervision of a New Jersey-licensed barber and demonstrate good faith efforts to obtain state licensure
