Establishes specific requirements for the online victim impact panel: minimum 3.5 hours long, available 24/7, offered in English and Spanish, featuring at least 8 victims and offenders sharing their experiences with impaired driving

Requires the program to include attention/comprehension testing, follow-up communication with participants 6 months after completion, and issuance of a completion certificate

Takes effect on the first day of the fourth month after enactment, with authority for the Motor Vehicle Commission and Division of Alcohol and Addiction Services to take anticipatory administrative action
