Requires each nursing home to have a consultant pharmacist and either a provider pharmacist or, for facilities with in-house pharmacies, a director of pharmaceutical services

Mandates that the consultant pharmacist be independent and have no affiliation with the facility's director of pharmaceutical services or provider pharmacist to avoid conflicts of interest

Establishes a required interdisciplinary pharmacy and therapeutics committee consisting of the administrator, nursing staff representative, and consultant pharmacist, which must meet at least quarterly

Requires facilities keeping emergency injectable or oral controlled substances to maintain current DEA and controlled dangerous substance registrations

Directs the Commissioner of Health, in consultation with the State Board of Pharmacy, to adopt implementing regulations
