The exemption applies only to licenses intended for use at premises located in or to be constructed in redevelopment, improvement, or revitalization areas that encompass at least 250,000 square feet

Qualifying projects must have secured site plan approvals from the municipality to be eligible for the exemption

Currently, inactive Class C licenses must expire after remaining unused for two consecutive two-year terms, with municipalities having discretion to extend by one additional year

The exemption acknowledges that large-scale redevelopment project timelines vary widely based on size, complexity, and permitting processes
