Prioritizes project locations in urban areas and unoccupied industrial sites, with requirements for low- and moderate-income customer access and participation standards for residential customers including those in multifamily housing

Requires each energy storage project to have at least two participating customers and establishes verification processes to ensure credited energy matches actual discharged amounts

Allows electric public utilities to recover all implementation and compliance costs, subject to Board of Public Utilities review
