Expands the New Jersey Commission on Environmental Education from 23 to 32 members, adding designees from the Board of Public Utilities and Department of Agriculture, an additional public school teacher, industry representative, cultural institution representative, and an environmental justice organization representative

Requires that public member appointments prioritize individuals who live in, work in, or represent overburdened communities subject to adverse cumulative environmental stressors as defined under the 2020 environmental justice law

Adds new commission duties including advising on implementation of climate, sustainability, and environmental literacy education statewide, and maintaining an inventory of environmental education resources including climate change materials for K-12 students

Removes outdated duties referencing 1989 and 1993 executive orders and changes the global environmental education forum to a regional forum held every three to five years

Updates the Inter-agency Work Group responsibilities to focus on soliciting public-private partnerships for professional development and technical assistance to expand environmental education programming in school districts and community organizations
