Establishes the Advanced Transmission Technologies Workforce Development Program (ATT Program) within the Department of Labor and Workforce Development to train electrical engineers and utility workers in installing and managing advanced transmission technology systems

Requires the program to focus on job creation and retention, embedding workforce training in infrastructure investments, and using community benefit agreements and project labor agreements to connect training directly to jobs

Directs the program to prepare students through career technical education, develop worker retraining programs for existing employees, and respond to emerging industry workforce needs

Authorizes the department to use funding from the Workforce Development Partnership Fund, Supplemental Workforce Fund for Basic Skills, federal Workforce Innovation and Opportunity Act funds, and other state, federal, and non-governmental sources

Mandates annual evaluation reports to the Governor and Legislature beginning July 1, 2027, assessing program effectiveness, participant status, and recommendations for improvement
