Directs the Board of Public Utilities to conduct a study within one year evaluating advanced transmission technologies (ATT) including grid enhancing technologies, dynamic line rating, advanced power flow control, topology optimization, and high-performance conductors

Requires the study to assess how ATT can increase transmission capacity and efficiency, reduce grid congestion, connect renewable and zero-carbon energy resources, improve reliability and resiliency, and reduce wildfire risks

Mandates evaluation of locations experiencing at least 50 hours of annual grid congestion over the past three years, estimating ratepayer costs from congestion and assessing cost-effectiveness of ATT deployment at those locations

Requires the board to review ATT policies from other deregulated energy states, identify streamlined permitting processes, and explore how end-use customers like industrial facilities can partner with utilities to deploy ATT

Obligates the board to hold at least two public stakeholder meetings, submit findings to the Governor and Legislature, and publish the report on its website
