Allows voters denied the right to vote in their preferred primary due to incorrect party affiliation records to cast a provisional ballot, which will be counted if judicial review confirms lawful prior affiliation

Mandates that commissioners notify registrants within seven business days of receiving any voter registration form regarding approval or reasons for refusal

Takes effect January 1 following enactment
