Transfers responsibility for conducting a comprehensive study on Megan's Law from the Violence Institute of the University of Medicine and Dentistry of New Jersey to the Administrative Office of the Courts (AOC) in conjunction with the State Parole Board

Requires the study to evaluate procedures used by county prosecutors and courts for determining sex offender tier designations and implementing community notification, examining all registered offenders since Megan's Law enactment or earliest available reliable records

Mandates review of the Internet sex offender registry to determine whether it effectively informs the public about dangerous sex offenders or if geographic inconsistencies have reduced its effectiveness

Requires recommendations on standardizing risk assessment procedures, tier designations, community notification implementation, and uniform application of Attorney General guidelines

Establishes a reporting requirement with initial findings due within 12 months of the bill's effective date and biannual reports thereafter to the Governor and Legislature
