Establishes a five-year pilot program administered by the New Jersey Motor Vehicle Commission and Department of Transportation to allow testing of fully autonomous vehicles (SAE Level 4 and 5) in closed testbeds and on open roads

Requires autonomous vehicle testers to register vehicles, maintain at least $5 million in liability insurance or surety bond, and have trained human operators present in the driver's seat capable of taking immediate manual control

Creates a five-member oversight task force of public safety officials, transportation experts, industry representatives, and consumer advocates to provide quarterly reports, solicit public feedback, and develop protocols for collisions, cyberattacks, and liability issues

Mandates that all autonomous vehicles include redundant safety systems, crash-avoidance technology, cybersecurity protections, data recorders capturing 30 seconds before any collision, and visible markers identifying them as autonomous

Authorizes autonomous taxis on designated highways with continuous monitoring and emergency override capabilities, and permits platooning of autonomous commercial trucks with a human-operated lead vehicle
