Expands the STEM teacher grant program to allow retired public school teachers receiving Teachers' Pension and Annuity Fund benefits and current county college faculty members to participate alongside currently employed public school teachers

Enables eligible teachers to receive additional compensation for teaching STEM classes at nonpublic (private) schools during hours that do not conflict with their primary employment duties

Sets compensation for retired teachers and county college faculty at the statewide average teacher salary calculated per hour, multiplied by teaching hours, multiplied by 1.25

Prioritizes funding for currently employed public school teachers before apportioning any remaining funds to retired teachers or county college faculty members

Exempts retired teachers participating in the program from pension cancellation and reenrollment requirements, provided they did not retire from the same employer within 180 days and the retirement was bona fide
