Requires all New Jersey counties without a county mosquito control commission to establish one within one year, with members appointed per existing statutory requirements; currently only Camden, Middlesex, Ocean, and Warren counties have such commissions

Expands State aid appropriations for mosquito extermination airplane spraying from only Atlantic Ocean-bordering counties to all counties statewide

Mandates each county mosquito control commission submit annual reports by November 1 to the State Mosquito Control Commission, detailing control activities, methods used (source reduction, biological, chemical), surveillance data, and costs

Requires the State Mosquito Control Commission to develop statewide mosquito control guidelines within two years, including best management practices, control techniques, water management information, and criteria for when action is needed

Renames "county mosquito extermination commissions" to "county mosquito control commissions" and updates statutory references from "board of chosen freeholders" to "board of county commissioners"
