State agencies must provide change management plans for IT projects exceeding $2.5 million, involving two or more agencies, or significantly altering existing business processes

Change management plans must include stakeholder analysis, operational impact assessment, risk assessment, implementation optimization strategy, and work plans for communication, coaching, training, and organizational rollout

The Office of Information Technology, in consultation with the Division of Purchase and Property and Division of Revenue and Enterprise Services, will report findings and recommendations to the Office of Management and Budget
