Classifies intentionally killing a child born alive following an abortion as murder under N.J.S.2C:11-3, punishable by 30 years to life imprisonment

Mandates that health care professionals and facility employees report any violations to state or federal law enforcement, with failure to report constituting a fourth-degree crime (up to 18 months imprisonment, up to $10,000 fine)

Exempts mothers from criminal conspiracy charges and grants them the right to bring civil lawsuits against violators for damages, including attorney's fees and potential punitive damages
