Allows juveniles of any age to be tried as adults for the crime of strict liability for drug-induced deaths, removing the current requirement that the juvenile be at least 15 years old

Imposes mandatory life imprisonment without parole for conviction of strict liability for drug-induced deaths when the victim was under 18 years old and the controlled substance quantity was one ounce or more (including adulterants or dilutants)

Applies to deaths resulting from the manufacture, distribution, or dispensing of methamphetamine, LSD, phencyclidine, or other Schedule I or II controlled dangerous substances

Removes strict liability for drug-induced deaths from the list of offenses that require the prosecutor to meet certain procedural and discretionary requirements before seeking juvenile waiver to adult court
