Establishes the "Health Care for Child Care Program" in the Department of Banking and Insurance to provide gold-level health benefits coverage, including prescription drugs, to eligible child care workers through the New Jersey Individual Health Coverage Program

Eligibility requires employment at a licensed child care center or Grow NJ Kids-enrolled family child care home, working at least 30 hours per week, with a minimum of 90 days of employment

Creates the "Health Care for Child Care Fund" as a non-lapsing, revolving fund to pay all health benefits premiums, with no cost to eligible workers or their employers

Appropriates $10 million from the General Fund to establish the Health Care for Child Care Fund

Takes effect on the first day of the seventh month following enactment
