Prohibits the manufacture, sale, distribution, or offering for sale in New Jersey of synthetic hair products (made from polyester, nylon, acrylic, or cellulose fibers) that emit volatile organic compounds or contain intentionally added carcinogens, reproductive toxicants, or flame resistant chemicals

Defines carcinogens as chemicals identified by the World Health Organization (Group 1 or 2A), U.S. Department of Health and Human Services ("known" or "reasonably anticipated"), or EPA (Group A or B)

Classifies violations as unlawful practices under the Consumer Fraud Act, punishable by up to $10,000 for first offenses and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages

Takes effect on the first day of the thirteenth month after enactment
