Creates a 3-year provisional license for international medical graduates who have a medical degree from the last 7 years, completed residency or 5+ years of practice in their home country, and have English fluency

Requires provisional licensees to practice only under direct supervision of a fully licensed New Jersey physician and mandates written disclosure to patients of their education and provisional status

Provisional licenses automatically convert to full licenses after 3 years if no impairment, malpractice, fraud, or misconduct is reported to the Board of Medical Examiners

Prohibits healthcare providers from paying internationally trained physicians less than 90% of the average compensation for the same specialty and geographic region in the state

Takes effect 13 months after enactment and applies to applications submitted on or after that date
