Prohibits law enforcement officers at federal, state, county, and municipal levels from wearing masks or disguises while performing official duties and interacting with the public

Provides exceptions for officers engaged in undercover assignments, wearing face shields that don't conceal the face, wearing physician-approved medical masks/N95 respirators for health reasons, or wearing smoke protection masks during a State of Emergency

Classifies violations as a disorderly persons offense, punishable by a fine of $500 to $1,000, up to six months imprisonment, or both

Defines covered officers as those statutorily empowered to act for detection, investigation, arrest, conviction, detention, or rehabilitation of persons violating state or federal laws
