Creates the first-degree crime of "predatory marketing of fentanyl to minors" for manufacturing, distributing, or possessing fentanyl that resembles candy, food, animals, characters, trademarked logos, or other products appealing to minors

Imposes a mandatory minimum 30-year prison sentence without parole eligibility for predatory marketing convictions, with possible sentences up to life imprisonment

Establishes a rebuttable presumption of predatory marketing if a person has prior convictions for using juveniles in fentanyl distribution or distributing fentanyl near schools or to minors

Allows minors and individuals who accidentally ingested fentanyl due to predatory marketing to bring civil lawsuits for economic damages, noneconomic damages, punitive damages, and attorney's fees, with a 10-year statute of limitations

Makes it a fourth-degree crime to advertise fentanyl through newspapers, magazines, handbills, or the Internet in furtherance of predatory marketing to minors
