Requires all State and local law enforcement agencies to submit monthly data to the Attorney General on applications for permits to carry handguns, permits to purchase handguns, and firearm purchaser identification cards

Data must include application submission date, county and municipality, applicant's year of birth, race, ethnicity, gender identity, approval or denial status, decision date, and reason for any denial

Attorney General must compile data dating back to June 23, 2022 (the date of the Supreme Court's Bruen decision) and publish reports on the office's website

Initial report must cover June 23, 2022 through the first day of the second month after the bill's enactment, with monthly reports issued thereafter

Legislative findings cite concerns that subjective licensing standards may disproportionately affect Black applicants and other members of suspect classes, referencing independent studies showing higher denial rates for people of color
