Municipalities, counties, school districts, and fire districts may voluntarily enter into project labor agreements (PLAs) for public works projects costing less than $5 million

Current law only permits PLAs for public works projects estimated at $5 million or more; this bill creates an exception specifically for local government entities

The $5 million threshold for state-level public entities and authorities remains unchanged

PLAs are pre-hire collective bargaining agreements that establish terms and conditions for specific construction projects, including requirements for prevailing wages and use of union labor

The bill takes effect immediately upon enactment
