Noncitizen teachers who hold a teaching certificate issued after declaring intent to become a U.S. citizen become eligible for tenure if they meet standard tenure requirements under N.J.S.18A:28-5

Teaching services performed by noncitizen certificate holders prior to this bill's effective date will count toward meeting tenure requirements

Repeals N.J.S.18A:6-39 and N.J.S.18A:28-3, which previously prohibited noncitizens from acquiring tenure

Noncitizen teaching certificates may still be revoked if the holder abandons efforts to become a citizen, becomes disqualified for citizenship, or fails to obtain citizenship within five years of issuance
