Establishes the "High Tech Culvert and Drainage Mapping Act" requiring the Department of Environmental Protection (DEP) to create a program surveying and mapping stormwater infrastructure statewide using drone and LIDAR technology

DEP must coordinate with the Department of Transportation, counties, and local government units, prioritizing areas with aging, undocumented, or vulnerable infrastructure such as culverts, drains, and underground pipes

All collected data must be stored in a centralized geospatial database maintained by DEP and made accessible to relevant state, county, and municipal entities

Annual reporting to the Governor and Legislature required beginning one year after program implementation, detailing areas surveyed, data collected, and regions still requiring mapping

Commissioner of Environmental Protection authorized to use existing departmental funds or apply for federal grants to implement the program
