Authorizes the Commissioner of Transportation to enter public-private partnership agreements allowing private entities to assume full financial and administrative responsibility for developing data-sharing projects

Data-sharing projects would collect and share de-identified data, including precise geolocation data, to provide motorists and the Department of Transportation with real-time information about road closures, driving conditions, and rainfall

Defines "precise geolocation data" as location information accurate within a 1,750-foot radius derived from GPS or similar technology

Requires all proposed data-sharing projects to be submitted to the commissioner for review and approval, with criteria developed in consultation with the Office of Information Technology

Private entities entering these partnerships must comply with New Jersey's data privacy laws (P.L. 2023, c.266) and are not considered state agencies or political subdivisions
