Prohibits officers from wearing masks or disguises while interacting with the public during official duties

Provides exceptions for undercover assignments, SWAT operations requiring protective gear, water rescues, cold weather emergencies, fire-related incidents, biological/chemical agent exposure, and physician-prescribed medical masks

Applies to federal, state, county, and municipal law enforcement officers, including anyone authorized or deputized to perform law enforcement functions

Violation constitutes a disorderly persons offense, punishable by a $500 to $1,000 fine, up to six months imprisonment, or both
