Authorizes the New Jersey Motor Vehicle Commission to issue Delta Sigma Theta Sorority, Inc. specialty license plates with a design selected in consultation with the organization's Eastern Regional Director

Requires a $50 application fee plus $10 annual renewal fee, with proceeds deposited into a dedicated "Delta Sigma Theta Sorority, Inc. License Plate Fund" after administrative costs

Fund proceeds will be appropriated annually to Delta Sigma Theta Sorority, Inc. to support educational development programs for youth, economic development, social action, and health initiatives for disadvantaged communities

Prohibits use of state funds for initial implementation costs; requires the Eastern Region to contribute up to $25,000 in non-public funds and submit at least 500 completed applications before production begins

Repeals P.L.2018, c.109, which authorized a previous Delta Sigma Theta license plate program that has since expired
