Prohibits the sale of cosmetic and personal care products containing 1,4-dioxane in New Jersey, effective one year after enactment

Sets maximum allowable trace concentrations at 10 parts per million for cosmetic products and 2 parts per million for personal care products (dropping to 1 part per million after two years)

Requires the Commissioner of Environmental Protection to review these concentration standards within three years to determine if stricter limits are needed to protect health and the environment

Allows manufacturers to apply for up to two one-year waivers for specific products if they demonstrate efforts to reduce 1,4-dioxane but cannot meet the requirements

1,4-dioxane is a chemical byproduct in manufacturing that is classified as a hazardous substance and potential human carcinogen
