Prohibits the New Jersey Economic Development Authority from issuing any financial assistance, including grants, loans, loan guarantees, tax credits, or other subsidies, for the development or operation of wind energy projects

Removes wind energy projects from eligibility under several state programs: the Global Warming Solutions Fund, the Emerge Program tax credits, the Garden State C-PACE (Commercial Property Assessed Clean Energy) program, and the New Jersey Angel Investor Tax Credit program

Repeals the existing statute (Section 6 of P.L.2010, c.57) that authorized tax credits specifically for qualified offshore wind projects, including the allocation of up to $350 million in unused Emerge or Aspire Program credits for offshore wind

Removes "wind energy" from the statutory definitions of "renewable energy technology" and "renewable energy system" across multiple programs, while retaining eligibility for solar, geothermal, biomass, and other renewable sources

Applies to any application submitted to the Economic Development Authority on or after the effective date of the act
