Revises the State aid distribution formula for municipal and county public highway projects to incorporate four factors: weighted county population, road mileage, evacuation route mileage, and road mileage within 100-year flood plains

Defines "weighted county population" as the monthly average of permanent residents plus seasonal occupants throughout the preceding year, intended to account for seasonal population fluctuations in shore and tourist communities

Adds evacuation route mileage (as designated by the State Office of Emergency Management) and flood plain road mileage (areas with 1% annual flood probability per FEMA) as new factors in calculating aid distribution

Replaces the current two-factor formula (county population relative to state population plus road mileage) with a four-factor Distribution Number calculation for both municipal and county aid programs

Maintains existing appropriation levels of $400 million annually and existing allocation percentages: 37.5% for municipalities, 37.5% for counties, 7% for Local Aid Infrastructure Fund, 7% for Local Freight Impact Fund, and 11% for Local Bridges Fund
