Requires places of public assembly with capacity of 1,000 or more people (stadiums, arenas, concert halls, theaters, etc.) to acquire and maintain at least one automated external defibrillator (AED) within one year of the act's effective date

Mandates owners/operators ensure at least one CPR and AED-certified employee or volunteer is on-site during events, store the AED in an accessible unlocked location, and develop a cardiac event response protocol

Requires municipal/county recreation departments and nonprofit youth sports organizations (Little Leagues, Pop Warner, youth soccer leagues, etc.) to have an AED available at all youth athletic events and practices on their home fields

Establishes civil penalties for violations: minimum $250 for first offense, $500 for second, and $1,000 for third and subsequent violations

Provides immunity from civil and criminal liability for places of public assembly, recreation departments, youth organizations, and their employees/volunteers for AED acquisition and use, including malfunctions when the device has been properly maintained
