Prohibits the New Jersey Board of Public Utilities from approving any electric or gas utility rate increase that uses income-graduated pricing, where lower-income customers would pay smaller charges than higher-income customers

Requires the Board of Public Utilities to conduct an economic impact study reviewing how proposed rate increases would affect ratepayers under each rate schedule before approving any electric or gas utility rate increase

Applies the prohibition and study requirement to both fixed charges (flat fees not based on consumption) and volumetric charges (fees based on amount of electricity or gas used)

Takes effect immediately upon enactment
