Directs the Department of Environmental Protection (DEP) to develop an AI-based tool for predicting and mapping flood risk at the block or neighborhood level throughout New Jersey

Requires the tool to incorporate satellite imagery, historical and projected rainfall data, climate models, river height monitors, meteorological sensors, and FEMA floodplain maps

Mandates the DEP make the AI tool available to municipalities, county planning agencies, emergency management officials, and the public

Authorizes DEP to enter agreements through competitive bidding with public and private entities, including universities, to develop the tool, with contract awards required within 60 days of receiving proposals

Permits establishment of a grant program to fund entities contributing technical expertise, data, or infrastructure to the AI tool, with all agreements and awards publicly disclosed
