Requires the Commissioner of Health to establish a wholesale prescription drug importation program within 120 days, complying with federal requirements under 21 U.S.C. s.384 to import safe, cost-effective medications from Canada and other approved foreign countries

Designated entities must contract with licensed foreign suppliers, become or partner with wholesale distributors, and register participating health benefits plans, pharmacies, and healthcare providers

Program must create a publicly available price listing for imported drugs and establish consumer outreach including a staffed telephone hotline

Requires biennial third-party audits of the program and commissioner submission of formal federal certification request within 210 days of enactment

Only prescription drugs meeting FDA safety and effectiveness requirements and expected to generate substantial consumer cost savings may be imported
