Appropriates $25 million from the General Fund to the Department of Health as a grant-in-aid for Hudson Regional Health, exclusively to support Heights University Hospital in Hudson County

Requires Hudson Regional Health to maintain continuous hospital operations and not suspend or discontinue any services provided at the time funds are received

Mandates quarterly financial reporting to the Department of Health and appointment of a State representative as a non-voting member of the hospital's governing body

Establishes a sliding-scale repayment obligation if hospital services cease within seven years: 100% repayment if within 3 years, decreasing by 20% each subsequent year through year seven

Requires Hudson Regional Health to offer right of first refusal to the State, county, or municipality for any asset transfers from holdings as of the date funds are received
