Establishes a two-year pilot program administered by the Civil Service Commission allowing participating counties and municipalities to use a streamlined hiring process for certain Civil Service positions

Participating local governments may post vacancies and administer examinations (created by the Commission), then submit results for certification review before hiring qualified candidates

Commission must select participants from northern, central, and southern New Jersey, representing urban, suburban, and rural areas, various county and city classes, and diverse government forms

Hired candidates must complete a working test period to gain civil service status, and cannot be displaced by subsequent certified eligible lists even if not on those lists

Commission must submit a report to the Governor and Legislature after two years with recommendations on continuing, expanding, or modifying the program
