Municipalities, counties, school districts, and political subdivisions currently operating under Title 11A (Civil Service) may rescind their participation through ordinance, resolution, or referendum

Rescission takes effect six months after final adoption, and the decision must be certified to the Secretary of State and the NJ Civil Service Commission

If a governing body rejects a rescission proposal, no new vote on withdrawal can occur for at least five years

Entities that withdraw from civil service cannot readopt Title 11A for at least five years, and readoption is permitted only once

Employees hired before the rescission retain their civil service tenure, benefits, and protections, while employees hired after the rescission are not eligible for civil service coverage
