Establishes the ARRIVE Together Program permanently in the Department of Law and Public Safety to provide coordinated responses to individuals experiencing mental health or substance use crises who are engaging with law enforcement

Requires the Attorney General to develop guidelines for mental health services providers to contract with law enforcement agencies, with services available up to 24 hours per day, 7 days per week

Participating law enforcement agencies must designate a crisis response support coordinator, and each county prosecutor must designate a county crisis response support coordinator to implement program procedures

Protects personal identifying information obtained through ARRIVE responses as confidential, exempt from public records disclosure except with individual consent, Attorney General determination, or court order

Provides civil liability protection for mental health providers and agencies rendering crisis response care in good faith, except in cases of gross negligence
