Establishes a mattress stewardship assessment (fee) collected at the point of sale from consumers to fund the program, which must be shown as a separate line item on receipts unless the retailer elects to cover the cost

Creates the "Mattress Stewardship Fund" to hold all collected fees, penalties, and interest for program administration and enforcement

Authorizes civil administrative penalties up to $1,000 per violation per day for non-compliance and requires annual program reports including mattress collection data, recycling rates, and independent financial audits
